When mixed, the red-coloured solution clearly shows surface "wetting ability". If it can be spread, then the surface is ready for bonding; if the droplets bunch up, more surface preparation is required. Not only does it show you the condition of the surface you wish to bond, it also helps protect the joint from environmental attack, so well worth considering when bonding assemblies which are due to go underwater or be exposed to harsh conditions.
